Our plan for growth and development 2020 – 2023
Introduction
As Scouts, we believe in preparing young people with skills for life. We bring communities together and contribute to society. Above all, we aim to build better futures.
This document outlines our plan for the next three years. It is a result of the experience of our previous development plan and is directed by Skills for Life, The Scout Associations National Plan launched in 2018.
Scouting actively engages and supports young people in their personal development, empowering them to make a positive contribution to society.

By 2023 we will have prepared more young people with skills for life, supported by amazing leaders delivering an inspiring programme.

Our District Objective
At our District Conference in April 2019, we used the Impact Mapping process to identify a single strategic objective for Brent Scouts.
Attendees were asked how we can measure “good scouting” and a range of suggestions were discussed, but through a process of rationalisation, it was identified that the number of top awards, that is the Chief Scout’s Awards and the Queen’s Scout Award, covered almost all of the measures proposed.
A Single objective
With this single measure, we can relate all our priorities to how they will help to achieve this outcome without conflicting priorities.
An example of this is nights away. To be able to complete the Chief Scout’s Award in each section a member needs to do a certain number of nights away. To be able to offer more nights away opportunities in the District we need to have leaders with Nights Away Permits. So, we can see that there will be a direct benefit to young people achieving top awards by running training for leaders to get a Nights Away Permit.

Our Goal
More young people in Brent will achieve the Chief Scout’s Awards and the Queen’s Scout Award.
Both the Youth Shaped and Community Impact objectives in Skills for Life set on of their goals as 50% of young people will be achieving the top awards. Given our rapid growth over the last two years and our current baseline we have set a District goal for each award as follows:

Who is counted as eligible:
For CSA Bronze this is 7 and 8 year old Beaver Scouts.
For CSA Silver this is half of 9 year old and all 10 year old Cub Scouts.
For CSA Gold this is 13 and 14 year old Scouts.
For CSA Platinum & Diamond this is 15, 16 and 17 year old Explorer Scouts.
For Queen's Scout Award this is 16 to 24 year old Explorer Scouts and Scout Network Members.
